This position is located at Bureau of the Fiscal Service, Deputy Commissioner Transformation and Modernization, Information and Security Services (ISS). As an IT Program Manager, you will be responsible for directing and managing the work of USD, which consists of several branches staffed by professional, technical and clerical employees, and IT specialists.
Duties
As an IT Program Manager, you will:
Plan, manage and coordinate, and conduct when required, studies relating to operation service usage, efficiency and needs and the implementation and installation of new hardware and software
Assist the Information and Security Services (ISS) Deputy Assistant Commissioner for Infrastructure and Operations and Assistant Commissioner and participate with other Division Directors in short and long-range operational and planning functions, and furnishes technical assistance to Fiscal Service, ISS, or Division study groups engaged in fact finding studies. Review legislation, regulatory and procedural changes for effect on supported IT infrastructure.
Direct activities throughout Fiscal Service relating to End User, IT Service Desk, and Messaging and Collaboration services.
Communicate with personnel throughout Fiscal Service, Department of the Treasury, in other government agencies, and with vendors and other persons in the private sector on job related matters.
Qualifications

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes ALL of the following:
- Oversight of program-level initiatives, including information technology (IT) systems development projects involving multiple information technology (IT) disciplines from design to support;
AND
- Experience providing advice, recommendations, and escalation of issues to management and other vested parties on topics surrounding information technology (IT);
AND
- Experience supervising a technical staff of information technology (IT) Specialists.
AND
In addition to meeting specialized experience, applicants must have IT-related proficiency in each of the four competencies below.
- Attention to Detail, such as initiating and directing special studies to test, adjust, or improve existing computer hardware and system software.
- Customer Service, such as evaluating, integrating and supporting technologies to help internal and external customers achieve their goals.
- Oral Communication, such as meeting with high-level contacts to justify and defend the commitment of resources for a program.
- Problem Solving, such as developing and maintaining continuity of operations and disaster recovery plans.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.
