Duties

Designs, adapts, revises, and evaluates financial reports, procedures, and operations encompassing multiple financial management/accounting systems and all DoD component activities. Ensures policies, practices, and procedures in place at operating activities comply with DoD and DFAS-HQ policy. Analyzes operating procedures to identify areas of potential non-compliance; explains discrepancies; and provides authoritative policy interpretation to ensure modification of existing operations to comply with regulations. Reviews/analyzes new legislation and proposed policy changes to determine impact(s) on current operations. Reviews a variety of incoming, outgoing, and summary financial reports to ensure the accuracy, reliability, and integrity of financial operations and financial reports submitted from operating activities. Advises financial and program managers and other analysts on the most difficult financial situations/problems. Identifies problem areas and determines actions required to improve operating program effectiveness and/or maintain the integrity of entitlement records and financial information.

Qualifications

This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement. Human Resources will determine your qualifications for each entry grade level based on your interest and the additional following criteria. Resumes for federal government positions need more detailed work descriptions and accomplishments than a typical private sector resume. Please be sure to clearly describe this in your resume. Combinations of education and experience may also be sufficient. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-11 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience as a GS-12 is defined as: Analyzing financial and accounting operations to recommend process improvements; monitoring and evaluating financial systems to identify weaknesses and ensure compliance with internal controls; conducting reviews of financial policies, guidelines, data and documents in order to analyze the impact of financial legislation on finance/accounting operations; analyzing and evaluating operation reports from financial systems; and providing recommendations to management on improving finance/accounting operations. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience as a GS-13 is defined as: Performing in-depth analysis and evaluation of financial policies, procedures, and regulations to ensure the overall effectiveness and efficiency of finance operations. Examples of specialized experience include: Planning and implementing process improvements relative to large-scale financial operations, systems and procedures. Providing high-level finance support to senior leadership to help them carry out financial missions, resource requirements and allocations Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
