You will serve as a senior Intelligence Specialist in the Operations Oversight Dept. (NIA-N3) of NAVAL INTELLIGENCE ACTIVITY. All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.

Duties

You will serve as the senior advisor and spokesperson for Naval Intelligence on the strategic vision, issues, and challenges related to Navy Counterintelligence, Human Intelligence and Navy Foreign Materiel Program collections requirements. You will plan, guide and provide oversight on all Navy Counterintelligence, Human Intelligence and Navy Foreign Materiel Program collection management functions. You will review collection plans and coordinate with Navy consumers to establish priorities for collection. You will lead complex research studies and integration from across the Navy, and broader Intelligence Community to identify, emergent CI, HUMINT< and NFMP requirements. You will prioritize requirements to address intelligence gaps of the Office of Naval Intelligence, Naval Intelligence Activity Hard Targets and other Navy organizations. You will represent Navy equities at Dept. of the Navy and Dept. of Defense Collection Management meetings, forums, committees and working groups.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-Year DCIPS trial period.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conducting and overseeing Counterintelligence, Human Intelligence and Foreign Materiel collection management functions; 2) Developing, planning, supporting, and providing guidance, assistance and oversight on all HUMIN collection management functions, projects and activities; 3) Reviewing collection plans, coordinates with consumers to establish priorities for collection; 4) Lead in the development of policy and guidance for planning and implementing program requirements within the parameters of laws, statutes, regulatory and DoD guidance and policy; 5) Developing and maintaining strategic intelligence community relationships.
