The primary purpose of this position is to Serve as the principal analytic policy and tradecraft advisor to U.S. Air Force (USAF) Deputy Chief of Staff for Intelligence, Surveillance, Reconnaissance, (ISR) and Cyber Effects Operations (USAF A2/6) senior leaders.

Duties

-Directly supports DAF senior leaders, MAJCOM A2s, USSF/S2, NASIC, & IC/DoD personnel on analytic policy and tradecraft, oversight, vision, strategies, evaluations, competencies, standards, processes, and procedures. Principal advisor to the A2/6 senior analyst. Serve as the recognized expert on all aspects of analytic policy, tradecraft, oversight, vision, strategy, advocacy, evaluation, competencies, tradecraft standards, processes, and procedures for the Headquarters Air Force (HQ USAF), Air Force Major Commands (MAJCOM), U.S. Space Force (USSF), National Air and Space Intelligence Center (NASIC), and as the Department of the Air Force (DAF) primary analysis interface with Department of Defense (DoD) and Intelligence Community (IC) analytic organizations. -Supports the HQ USAF Senior Analyst for the development of analytic policy and tradecraft with DAF, DoD and IC organizations. Responsible to HQ USAF A2/6 for USAF analysis policy, guidance, strategic planning, advocacy, evaluation, competencies, and tradecraft standards for the USAF ISR Enterprise. Works to establish Duty-to-Warn procedures in accordance with Intelligence Community Directive (ICD) 191. -Directs AF analytic tradecraft policy and procedures for intelligence information and assessment reporting to the DNI. Compiles ISR analytic assessments and develops written reports that summarize results, highlight trends, identify shortfalls, and make recommendations. -Supports the Air Force ISR Chief Information Officer (CIO)/Chief Data Officer (CDO), and Analytic Tradecraft Team to meet HQ USAF A2/6 priorities. Develops, maintains, and revises long-term strategic goals and objectives and short-term schedules and activities to support broader DAF, DoD, and IC analytic strategies and plans.

Qualifications

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Mastery of analytical skills capable of assessing national intelligence communities. extensive knowledge of the full range of DoD, DAF, and IC advanced analytic tradecraft and policy concepts, standards, principles, and practices to produce detailed analyses of complex information/situations attained from multiple sources, to include database manipulation, and associated analytic tools. Applies a comprehensive and practical knowledge of intelligence research and collection methods, techniques, and practices to use multi-source intelligence information systems to capture data to make recommendations in developing intelligence capabilities and threat assessments. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of advanced analytical policies, principles, standards, tradecraft, concepts, and methods to produce detailed analyses of complex information/situations attained from multiple sources, to include database manipulation. 2. Knowledge of the national intelligence community, Joint, DoD structure, organizations, and mission/functions, policies, analytic concepts, inter-relationships and operations. 3. Knowledge of the full range of intelligence research and collection methods, techniques, and practices to use all source intelligence information systems to capture data in order to make recommendations in developing intelligence capabilities and threat assessments to interpret policy and commit resources. 4. Skill in conducting coordinating, monitoring, and evaluating unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients. 5. Skill in working out solutions to problems or questions related to the work; communicating effectively with others, both orally and in writing, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes; and quickly assimilating disparate data, rendering knowledgeable and accurate assessments of the implication of such data, and making decisions, estimates, and recommendations under conditions of urgency and pressure. 6. Ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable accurate assessments of the implication of such data, and make decisions, estimates and recommendations under conditions of urgency and pressure based on mature judgment and experience and present and/or defend a position effectively. CONDITIONS OF EMPLOYMENT CONT'D: 1. Position is designated critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
