This vacancy is for an Administrative Officer in the Office of the Secretary within the Department of Commerce.
Duties
As an Administrative Officer, you will perform the following duties:
Provide extensive office administrative oversight, coordination and assistance in carrying out services essential to the operation of the office;
Serve as the HR liaison on issues pertaining to HR such as, preparing SF-52's recruit packages, etc;
Review, and provide assistance with, recording of employees' time and attendance in the GovTA system;
Serve as the primary travel coordinator in preparing travel authorizations, review travel vouchers, advise on, monitor, manage, report and document travel process and requirements (including applicable federal and agency regulations, visa requirements and country clearance procedures);
Processing court documents and/or administrative records related to litigation defending the Department's regulatory determinations in U.S. federal courts, in binational panel proceedings under the North American Free Trade Agreement (NAFTA)/U.S. - Mexico - Canada Free Trade Agreement (USMCA), and in World Trade Organization (WTO) dispute resolution proceedings;
Maintaining a reliable system for processing court documents and coordinating with information technology staff to ensure high-quality processing, and trains other administrative staff on this critical official function;
Maintains contract files and reconciles invoices for payment, controls procurement orders, etc.;
Serve as property custodian, assists with yearly property audits, ensures accurate accounting of office property.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-12 level: You must meet the following:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as:
Providing advice regarding foreign and domestic travel including federal/agency regulations and visa/country clearance procedures;
Compiling, copying, and organizing documents and files (including required travel documents), both hard and electronic copies;
Leading space management or reconfiguration of office space;
Communicating with diverse groups to serve as a liaison for various levels of management; AND
Preparing human resource documentation to include SF-52's, recruit package, promotion packages, onboarding, separation, etc.
