You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST (ER/LR) in the Human Resources Office of MARINE CORPS BASE CAMP PENDLETON.

Duties

You will advise and assist employees, managers and supervisors on grievance procedures and appropriate options for proper resolutions of conflicts or problems. You will research all cases involving third party disputes to prepare case presentations and file briefs and/or appeals as necessary. You will train management negotiating panels and provides leadership in the development of management proposals. You will explain processes for bringing grievances or appeals before a third party (e.g., Federal Labor Relations Authority, Merit Systems Protection Board, Federal Service Impasses Panel).

  • Must be determined suitable for federal employment.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Using Employee and/or Labor Relations concepts, principles, laws and regulations to serve as a consultant to management in the areas of Labor and/or Employee Relations; Assessing potential impact and precedent-setting implications of very complex pending employee/labor disputes; Developing and presenting briefings/written communication on complex Labor and/or Employee Relations topics to senior leaders; Performing complex Inspector General (IG) referred and Agency referred workplace conduct investigations that include experience formulating investigative plans, documenting analyses, collecting and creating evidence files, conducting interviews and drafting investigative reports.
