You will serve as a Deputy Human Resources Director (DHRD) for the Marine Corps Installations West, Marine Corps Base, Camp Pendleton (MCIWEST - MCB CAMPEN). You will direct operations pertaining to classification, wage administration, employment, placement, training, labor and employee relations, career management, incentive award, performance appraisals, pay, hours of work, leave, reports, and general civilian human resources matters.
Duties
You will direct Civilian Human Resources Office programs and in the absence of the Director, advise the Commanding General on matters related to human resources administration including legislation, regulations, policies, and methods.
You will provide human resources expertise for inspections of Marine Corps human resources.
You will provide quality candidates consistent with MD715 goals, ensure human resources policies, procedures and practices do not adversely impact groups or individuals, and develop initiatives and programs to improve quality of the workplace.
You will review, comment, and provide recommendations or policy guidance regarding Office of Personnel Management (OPM) and Department of the Navy (DoN) classification standards and guides, and their impact.
You will provide recruitment and placement advice and guidance for all supported activities to meet human resources requirements.
You will provide advice and assistance on labor relations matters such as unit recognition, contract administration, bargaining obligations, labor agreement negotiation and negotiated grievance procedure administration.
You will provide advice and assistance to supervisors and managers in correcting cases of misconduct or unacceptable performance.
You will provide policy recommendations and plans to resolve problems and meet requirements.
You will assure that MCIWEST information contained in the Defense Civilian Personnel Data System (DCPDS} meets the timeliness and quality standards established by the Office of the Deputy Assistant Secretary of Navy.
You will provide full range of supervisory functions including but not limited to performance management, taking personnel actions, disciplinary, time and attendance, leave administration, determining training needs, etc.
You will manage the full scope of the budget in the administration of the civilian human resources programs.
Requirements

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization.
