Duties

The mission of the Office of Chief Counsel is to serve America's taxpayers fairly and with integrity by providing correct and impartial interpretation of the internal revenue laws and the highest quality legal advice and representation for the Internal Revenue Service. The Associate Chief Counsel, Energy Credits and Excise Tax provides legal advice and litigation support on tax matters involving natural and renewable energy resources, business and energy-related tax credits, and excise taxes. As an Administrative Officer, you will: Assist the Business Unit Executive Assistant with effectively managing fiscal, personnel, facilities, records, and other critical administrative activity/ programs. In carrying out these duties, provide support to managers and professional staff, and direction and guidance to support staff. Coordinate the budget process for the Business Unit. Regularly advise the Executive Assistant and other principals of the budget status and identify potential problem areas. Prepare budget estimates and supporting data for the Business Unit. Effectively Interact with Finance and Management Planning and Finance staff to fully address issues and to respond to requests. Serve as the Travel Coordinator for the Business Unit including providing expert advice to employees regarding all aspects of travel including in Concur. Serve as the personnel, finance, travel, and facilities automated systems expert for the Business Unit. Initiate actions in these systems, direct, input, and provide needed assistance and troubleshooting with systems. Serve as operational contact for the space/facility management of the Business Unit. In coordination with the various organizational components of the Office, ensure that space/facilities management plans are efficiently, effectively, and timely developed and implemented. Handle the preparation and oversee the implementation of any office move in the National Office. Participate in Business Unit personnel activities such as support staff recruitment, interviewing, and placement. Ensure timely appraisals for Business Unit. Organizes and support Business Unit hiring including, scheduling the initial meetings and interviews, and writing first drafts on all required documentation. Work closely with Executives to ensure all procedures are strictly followed per Chief Counsel guidance, provide advice as needed. Coordinate and monitor tracking process for personnel-related forms, documents, files, and reports. Analyzes system and implement changes to streamline process, improve efficiency and timeliness or personnel function for the division. Meet regularly with Executives, Executive Assistant, Management Analyst, and support staff to advise on and clarify issues, exchange information, and resolve problems resulting from issuances of administrative policies and procedures. This is not an all-inclusive list. To qualify for this position of Administrative Officer you must meet the qualification requirements listed below by the closing of this announcement: For GS-11: Specialized Experience: Your resume must detail at least one year of specialized experience which includes: Procuring and managing office resources such as office supplies; and overseeing the maintenance of personnel records, timekeeping, and initiating personnel actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education Substitution: You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree OR three full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related. OR Combination of Education and Experience: You may qualify by a combination of experience and education: Options for qualifying based on a combination are identified in the online questions. NOTE: If qualifying based on education, your transcripts will be required as part of your application package. For GS-12: Specialized Experience: Your resume must detail at least one year of specialized experience which includes: Performing independent evaluations on administrative functions, creating and analyzing reports to recommend process changes, providing advice on a variety of administrative and management procedures, performing liaison functions with other organizations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
