The incumbent is recognized as a subject matter expert in the development, implementation, application, and evaluation of systems and strategies in the areas of leadership development, organizational development, employee development, work climate, learning, succession planning, and workplace assessment. The incumbent reports to the Chief Well-Being Officer (CW) in Organizational Development and Education (OD&E) at Rocky Mountain Regional VA Medical Center (RMRVAMC).

Duties

Duties include, but may not be limited to the following: Directly responsible for the setup, mapping, validation, promotion, and administration of the All-Employee Survey (AES). Researches and evaluates existing programs having an impact on the employee experience and making recommendations, based on research and analysis, to improve said programs. Initiates and fosters collaboration with internal and external partners involved in Employee Experience such as the Employee Whole Health, Chief Well-Being Officer, and Diversity and Inclusion Manager (D&IM) to assist in establishing new or improving respective programs. Creates, facilitates and/or participates in internal and external forums for sharing best practices and lessons learned for program performance and effectiveness, workplace innovation and employee engagement support. Conducts and/or leverages research on projects focused (but not limited to) on the Employee Experience Journey Map (JM) and I-DEA impact areas, as identified by senior leadership or through feedback from employees. Analyzes and evaluates complex data resulting from surveys. Conduct continuing and periodic studies involving compilation and analysis of industry and government data for purpose of evaluating Employee Experiences and their connections to Employee Whole Health & Well-Being, and I-DEA. Conducts workshops, seminars, and other meetings with different levels of staff, presents ideas in new ways to increase program understanding. Performs other duties as assigned. Work Schedule: Sunday-Saturday, hours may vary depending on events Telework: AD-HOC as determined by the agency policy. VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/16/2024. You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and understanding of the concepts, principles, practices, and techniques of program analysis to analyze and evaluate previous, current, and projected operating programs for potential effectiveness in meeting their objectives; Knowledge and understanding of mission, functions, resource requirements, program plans, and objectives to develop, review, analyze, adjust, and program requirements; Analytical skills and abilities to identify problems and recommend solutions and evaluate the impact of program changes in accordance with established goals and objectives; Knowledge of Department policies, procedures, and regulations to issue instructions for, provide guidance on, and review the formulation of, justification for, and execution of the major and secondary item missions and related program requirements; Skilled in oral and written communications to enable presentation of sensitive and sometimes controversial material and recommendations to higher authority and other government agencies. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. Physical Requirements: Typical office work not requiring special physical demands. Work environment should be ergonomically appropriate. Telework or remote work as approved and appropriate. Typically performs work in an adequately lighted and climate-controlled office. Assignments may require occasional travel. There may also be opportunity to tele-work and/or have a compressed work scheduled.
