This position is located at VA Eastern Colorado Healthcare system and functions as the Supervisory Site Manager (Area Manager) within the VA Eastern Colorado Healthcare System. This position reports directly to the Inpatient/Outpatient Business Directors. The position operates as a key member of business operations and acts as the Business Director in his/her absence.
Duties
Duties include, but not limited to the following:
The incumbent provides expert knowledge in analyzing, evaluating, advising on, and coordinating health care delivery systems and operations at site/integrated clinical community specific locations and sends findings to the Inpatient/Outpatient Business Director.
The incumbent develops internal personnel management policies for employees of the VA outpatient clinics and inpatient sites, provides managerial oversight to a team, which includes administrative staff. Ensures integration of services throughout the VA Eastern Colorado Healthcare System.
The incumbent will assist with strategic planning and resource allocation and conduct process improvement initiatives and lean management techniques. They will direct budget, management, staffing, supply, maintenance, facility, administration, contract oversight, logistics, and other services which support a multispecialty healthcare center within VHA.
The incumbent will be required to be knowledgeable of the requirements for space, personnel, equipment, supplies, and the cost inherent with such needs. They must coordinate resources with the parent VAMC to effectively balance all funds across the health system.
The incumbent will establish training needs, career development, and professional enrichment programs appropriate to the wide range of employees assigned to ICCs. They will hear grievances for the VA Clinics as appropriate and have broad authority to take action or deal with actions affecting key staff or having serious implications
The incumbent will utilize performance improvement/system redesign principles in support of continuous improvement and will set and/or review the performance of all sections, services, and leadership team members. They will affect a process of oversight inspections to determine compliance with policies governing areas like cleanliness, maintenance, safety, fire prevention, equipment utilization, supply economy, and linen control.
Work Schedule: 8am - 4:30pm Monday through Friday
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/18/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: The incumbent will be the subject matter expert and support healthcare management for clinical operations, integrated clinical communities and site officials at the VA Eastern Colorado Healthcare System (ECHCS). They will analyze, evaluate, advise, and coordinate healthcare delivery systems, access, and operations. The Business Operations Manager is empowered with the authority to make decisions and carry out day-to-day administrative activities in the oversight of all services and resources of the Business Operations department within the VA ECHCS. The incumbent will assist with strategic planning and resource allocation and conduct process improvement initiatives and lean management techniques. They will direct budget, management, staffing, supply, maintenance, facility, administration, contract oversight, logistics, and other services which support a multispecialty healthcare center within VHA.The incumbent will work closely with VAMC-based service chiefs to ensure clinical operations to include but not limited to credentialing, privileging, market pay reviews, performance plans, recruitments, time and leave oversight, resourcing, supplies, and process needs are met for all inpatient and outpatient clinical operations.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
