The incumbent serves as Deputy Chief in the Health Administration Service (HAS) for the VA Eastern Colorado Healthcare System (ECHCS). Reports directly to the Chief of Health Administration Service providing leadership and managerial support for substantial operations to fulfill VA mission. Provides a high-level leadership support to HAS, upper management and clinical services and will oversee all critical programs to include supervisory duties of all Sections Chiefs or Managers.
Duties
Duties to include but not limited to:
The incumbent will provide direct supervision and leadership to section chiefs within HAS and work with the section chiefs to ensure day to day operations. The incumbent will be under the direct supervision of the Chief, Health Administration Service and therefore may be asked to serve as Acting Chief, Health Administration Service in his/her absence. When the Deputy Chief position is vacant, the Section Chief(s) or Managers will report to the Chief, Health Administration Service.
The incumbent assists the Chief, Health Administration Service in all duties as assigned. Incumbent writes, reviews and develops policies as it relates to the sections that he/she directly supervises Health Administration Service. Effectively evaluates programs for efficiency and productivity to support healthcare systems in patient administration. The incumbent supports the Chief Health Administration Service in analysis for increased utilization and optimization of HAS programs.
The incumbent will be responsible for leading HAS leaders in managing and sustaining the various programs and driving change initiatives in medical support staff related to all clinical areas to include any Lead or supervisory staff in those sections. The incumbent oversees contracts and fiscal management as it relates to various HAS programs.
Program Management:
The incumbent will be responsible for coordinating and supporting mechanisms for successful data collection and entry. The incumbent will be responsible to ensure accurate, timely and consistent data is entered into the Medical Center database.
Incumbent is responsible for producing executive reports and analyzing dashboards for effective service wide improvements. Coordinates the collection of data concerning patient care activities; makes computations as required and reports monthly, quarterly or annually to management.
Incumbent is involved in an extremely complex blend of computing technology, medical information, communication skills and leadership qualities in a rapidly changing environment.
Responsible for oversight of effective program management in Health Benefits, Enrollment/Eligibility, Beneficiary Travel, Special Mode Transportation, Veterans Transportation System, Patient Funds, Lodging, Administrative Officers on Duty, Decedent Affairs, Emergency Room Clerical Support, facility reports, Ward Administration support, and outpatient clinic operations.
Incumbent oversees VA directives, policies and procedures as it relates to Health Administration Service. Writes and updates facility level policies that may be applicable to new VHA directives and work with other cross functional clinical areas and administrative service chiefs to complete medical center memorandums.
Incumbent participates in investigating patient complaints on eligibility issues, transportation, and inpatient operations, clinic operations, and all other HAS operations and prepares written response for Chief Health Administrative Service. The incumbent must have the ability to prepare executive letters, memorandums and other written communication that may be forward to VISN or external stakeholders.
Responsible for mitigating uncompliant providers with incomplete encounters errors brought forward by HAS Section chiefs. Reviews action required report daily and manage elevated errors that need correction. Assures that staff distributes any incomplete encounter errors to the appropriate providers to process.
Performs other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: 8:00am -4:30pm, Monday- Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/08/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12 The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience GS 12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Furnishes information to the Chief of Health Administration Service in relation to planning needs and participates very closely and at a highly responsible level in overall planning; Holds discussion within the service and with other interested services on budget, space, staff, staff requirements, training policies and promotion policies; Responsible for Health Administration Service management and operations, including interpretation and application of basic policy and procedural issues; Evaluates the need for further instruction and/or training of employees and is responsible on his/her own initiative in recognizing problems and to interpret for others the impact of conditions regarding specific problems or projects; Responsible for the handle of administrative functions relating to the care of the veterans in the Medical Center; Deals effectively in communicating in writing with union representatives and other matters involving personnel; Responsible for developing and implementing administrative decisions directly affecting patient care and influences administrative planning decisions for the facility.

Examples of specialized experience would typically include, but are not limited to: Delegated full authority to deal with and personally resolve matters involving operations of Health Administration Service; Reviews the work of subordinates to ascertain if work produced or decisions made are consistent with current procedures and directives and quality of work produced, meets or exceeds existing standards; Furnishes information to the Chief of Health Administration Service in relation to planning needs and participates very closely and at a highly responsible level in overall planning; Holds discussion within the service and with other interested services on budget, space, staff, staff requirements, training policies and promotion policies; Responsible for Health Administration Service management and operations, including interpretation and application of basic policy and procedural issues; Evaluates the need for further instruction and/or training of employees and is responsible on his/her own initiative in recognizing problems and to interpret for others the impact of conditions regarding specific problems or projects; Responsible for the handle of administrative functions relating to the care of the veterans in the Medical Center; Deals effectively in communicating in writing with union representatives and others mo matters involving personnel; Responsible for developing and implementing administrative decisions directly affecting patient care and influences administrative planning decisions for the facility.

Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping and carrying
of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.
