The incumbent of this position functions as the Chief of the Health Administration Service within the VA Eastern Colorado Healthcare System located in Aurora, CO. This position has a major responsibility for managing patient and health administrative programs and activities to provide effective support to the clinical services in this research and highly affiliated teaching health care delivery system.

Duties
Duties include but are not limited to:
Serves as a technical expert on such topics as the application of state and local laws regarding health care
Responsibility as a manager for dealing with personnel management matters within the Health Administration Service (HAS)
Contributing to the budget process within the Eastern Colorado Healthcare System (ECHCS) and providing technical advice regarding Veterans Equitable Resource Allocation (VERA) model
Works in close coordination with the Associate Director, Chief of Staff, and Fiscal Officer to provide workload statistics which reflect patient care provided, trends, and changing program priorities
Advises on fund shortages and recommendations regarding funding or program adjustments
Participating in the internal and external reviews systems and standards of the health care system
Ensures compliance of patient administrative activities that are interrelated with clinical services
Prepare reports and identify functional areas or ongoing efforts to ensure compliance with requirements, performance measures, policies, or procedures that require change
Serving as an integral part of the management team of the healthcare system
Serves as the authoritative source on all health administration matters
Participates fully and provides technical advice in significant planning, policy, and decision making actions initiated within the ECHCS
Participates in or chairs major medical center management committees
Work Schedule: Full time Monday-Friday 8:00 AM - 4:30 PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/13/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience as a front-line supervisor; Demonstrated experience in the development and implementation of strategic plans of a service or section; Broad knowledge of personnel management requirements, policies, and programs; Broad knowledge of human resources management requirements, policies, and systems; Experience or education in resource planning and management, budget management, program evaluation and data monitoring; Thorough knowledge base of common financial management and analysis techniques, including budget projection and forecasting; Experience overseeing an annual multimillion-dollar budget which includes budget formulation, justification, and execution; Financial management and financial reporting; Establishing minimum standards for quality and productivity.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is mostly sedentary with some walking to other areas of the facility. Bending and lifting of less than 20 pounds is required. The position requires manual dexterity as well as good hearing, normal or corrected vision and a high level of concentration. Incumbent will be required to supervise activity at the Rocky Mountain Regional VA Medical Center and the La Junta Patient Records File room, as well as make site visits to the Pueblo Nursing Home and Community Based Outreach Clinics.
