As an Administrative Officer, you will be working under the administrative direction of the Director, OIRER. The purpose of this position is to serve as a key member of the senior planning and management staff by providing high-level support and comprehensive technical advice.
Duties
Duties include but are not limited to:
Manages all administrative and management programs for OIRER and assures the provision of a broad-range of administrative services to include human resources, budgetary and financial management, correspondence and knowledge management, space management, labor management relations, administrative support services, procurement-related services, telecommunications, repairs, travel, training and development, physical security, personnel security-related processes, planning and evaluation, and occupational safety and health practices.
Manages a small team of administrative staff, including preparing performance standards and evaluations for staff.
Plans and executes all activities necessary for the management and coordination of support staff functions, training, and activities to include those related to international labor and employment research, bilateral and multilateral negotiations and engagement, labor diplomacy efforts, technical exchanges and training, meeting and conference planning and execution, and broader awareness raising activities.
Manages OIRER resources, personnel funds, and other general use funds such as training, supplies, hardware, and software.
Conducts research and analysis to identify, determine, and provide recommendations on the number of resources required and how resources are deployed to effectively accomplish administrative and operational functions, requirements, and activities.
Manages OIRER's budgeting and financial tracking system for multiple budgets and related projections, obligations, expenditures, and balances.
Establishes budgeting and financial tracking procedures for travel, training, and major event planning and support and trains all professional and support staff on the implementation of these procedures.
The position is responsible for the full range of human resources requirements throughout OIRER.
Conducts analyses of human resources management data, identifies problems, and provides recommendations for management review and implementation.
Ensures the development and implementation of human resources strategies to adequately staff OIRER.
Assists in the preparation of performance standards and evaluations for staff.
Manages and oversees OIRER personnel management processes.
Provides guidance and direction in the planning, coordination, development, execution, and evaluation of OIRER administrative programs, functions, and responsibilities.
Provides authoritative guidance, direction, and advice to senior management on a variety of significant, multi-faceted administrative management actions required for successful planning and implementation of all OIRER functions.
Personal contacts are with all levels within the Department, high-level officials with other Federal agencies, domestic and international employer and worker organizations and other stakeholders, and contractors.
Contacts with OIRER and ILAB cross all organizational lines. Such contacts are frequent and recurring.
Each contact varies in terms of the role of the party and meetings are conducted under different grounds.
Requirements
- Must be a U.S. Citizen.
- Must be at least 16 years old.
- Candidate required to obtain the necessary security/investigation level.

Qualifications
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Applicants must possess 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service or private sector.
For GS-14: Applicant must have 52 weeks of experience equivalent to at least a GS-13 in the Federal Service or private sector that include THREE of the following:
Leading or supporting organization-wide operational or program activities;
Assessing business and/or program operations to identify and implement organizational improvements;
Overseeing functions related to at least one of the following areas: procurement, human resources, or financial management;
Communicating organizational policies and findings.
