You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST as the Branch Head of the EMPLOYEE SERVICES BRANCH, PA14, within the BUSINESS OPERATIONS DIVISION, PA10, within the PERFORMANCE ASSESSMENT DEPARTMENT at NAVAL SURFACE WARFARE CTR CORONA DIV.

Duties

You will serve as the Employee Services first-line supervisor providing essential administrative support to manage human capital effectively across the organization. You will oversee training plans, competency development, and career opportunities while supporting department managers in recruiting, onboarding, and integrating new employees. You will manage administrative assistants to ensure smooth office operations, maintain personnel records, administer employee benefits, and implement policies that enhance employee satisfaction and support organizational goals. You will assign, schedule, and task administrative assistants, acquisition requirements planners, administrative officers, and training specialists ensuring efficient allocation of resources to meet organizational needs. You will recruit, train, and develop administrative and support staff to build and maintain the necessary expertise to effectively support human capital management and administrative functions across all areas. You will set expectations and evaluate performance on a continual basis in order to help them achieve optimal results.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing human capital management practices (e.g. recruitment, onboarding, employee relations, and performance management) to identify process improvements, provide advice, and optimize resource allocation for an organization.
