You will serve as a MANAGER which is the second level supervisor and Division Head of the Business Operations Division, PA10, within the PERFORMANCE ASSESSMENT DEPARTMENT of NAVAL SURFACE WARFARE CTR CORONA DIV.

Duties

You will support the seamless functioning of the Performance Assessment Department through the Business Operations Division. You will coordinate event management, ensuring logistical efficiency and robust security protocols for departmental activities. You will oversee program management, providing technical oversight and maintaining strong customer relationships in adherence to federal regulations. You will manage comprehensive security measures across personnel, information, and operations, aligning with stringent DoD standards. You will administer critical employee services, including human capital management and training support, essential for organizational development and workforce optimization. You will enhance operational efficiency and drive continuous improvement throughout the department through strategic planning, financial stewardship, and integrated technology solutions. You will lead and manage the operational support functions critical to the effective performance of the department. You will oversee teams responsible for event management, security control implementation, human capital development, and administrative support, ensuring these functions are aligned with the department's strategic objectives. You will ensure that logistics, multimedia requirements and other operational needs are met with efficiency and timeliness, optimizing resource allocation and managing budgets. You will oversee the development and implementation of multi-level security policies, ensuring compliance with DoD standards, and managing human capital programs that support the department's mission. You will lead the coordination of training plans, competency development guides, and career enhancement opportunities, ensuring the workforce is equipped to meet evolving demands. You will set the strategic direction, goals, and vision for the division, ensuring all operational activities contribute to the department's broader mission.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-05 (GS-13/14 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing and directing corporate business operations (e.g. Human Resources, Infrastructure, Corporate Communications, Information Technology, Security, Corporate Business, and Property Management) to develop plans and project approaches, improve business processes, and execute Command level organizational policies, processes, mandates, and operations within corporate compliance.
