You will serve as a PROGRAM ANALYST in the Assessment Branch, G-9 Division, Fleet Marine Force, of MARINE FORCES NORTHERN COMMAND.
Duties
You will apply the service and the joint planning process as a contributing member of a planning working group or the Operational Assessment Working Group.
You will create plans for collecting and analyzing performance assessment data, serving as the primary source for analysis and quality control within the command.
You will apply various analytical techniques and evaluative methods to assess complex management processes and systems, resulting in recommendations that support key decisions or significantly change command functions.
You will analyze strategic planning, and program deployment/implementation effectiveness by demonstrating time management, flexibility, initiative, and "out of the box" thinking.
You will apply expert analytical, evaluative, and executive-level briefing capabilities to facilitate skills to articulate requirements, coordinate staff tasks, and provide direction to subordinate commands.
You will guide the staff in developing assessment criteria (e.g., indicators) to track mission accomplishment and plan effectiveness
You will oversee the assignment and completion of performance assessment tasks, ensuring adherence to priorities, deadlines, and acceptable standards, while also reviewing completed work for quality assurance.
You will offer analysis supported by both qualitative and quantitative data to senior leaders, influencing key decisions within the organization.

- This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
- You will be required to obtain and maintain an interim and/or final TOP SECRET (SS) security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- You will be required to obtain and maintain a valid state driver’s license.
- This position may require intermittent scheduled and unscheduled overtime.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyze complex ideas for problem-solving skills by evaluating alternatives, measuring effectiveness and performance to make recommendations to support operational planning; develop findings to support decision-making by applying relevant laws and regulations, and improving business processes; communicate to a diverse audience (e.g. conduct research, justify, and/or negotiate) to complete mission objectives.

NOTE:
This position requires to obtain and maintain a TOP SECRET (Tier 5) security clearance.
The physical ability for air travel and walk between locations aboard Naval Support Activity, Norfolk is required.
Some Temporary Additional Duty (TAD) assignments will require standard transportation demands.
PROFESSIONAL EDUCATION:
Preferred: Service PME Level I, JECC Planners Course, NATO Planners Course or equivalent.
Highly Preferred: Joint Staff PME (JPME) II Graduate
