You will serve as a HUMAN RESOURCES SPECIALIST (CLASSIFICATION/RECRUITMENT) in the TOTAL FORCE MANPOWER (N1) DIVISION of COMMANDER NAVY REGION HAWAII.
The salary range for positions filled at the GS-09 is $62,517 to $81,272.
The salary range for positions filled at the GS-11 is $75,640 to $98,330.
A Cost-of-Living-Allowance (COLA) of 8.90% will be added to the stated salary. COLA is subject to change at any time.
Duties
You will coordinate with customers (e.g., Operations Center, Managers, human resources offices, other organizations) to resolve issues with recruitment actions.
You will advise senior leaders on human resources information systems capabilities and limitations.
You will analyze the duties of a position to determine the correct title, pay plan, series, and grade level.
You will solve human resources problems that cross multiple program lines (e.g., recruitment, classification, compensation).
You will manage recruitment processes from request-to-fill to entrance-on-duty for an organization.
You will establish strategic plans to support human resources information systems.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
FOR THE GS-11 GRADE LEVEL:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Executing recruitment, reassignment, and other personnel actions in accordance with federal laws, policies, rules, and regulations; 2) Reviewing and analyzing position descriptions utilizing federal classification standards; 3) Applying position management principles and techniques to provide management advisory services regarding organizational structures and career development; 4) Resolving problems, answering questions, and providing guidance on complex staffing and position classification problems utilizing human resources tools and systems. FOR THE GS-09 GRADE LEVEL:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Using knowledge of the recruitment hiring process to initiate recruitment actions and resolve recruiting problems/issues; 2) Providing guidance to management on a variety of recruitment options; 3) Collaborating with management officials to write and review position descriptions; 4) Using electronic personnel databases to enter information for personnel request and pull reports from the database to provide current status to managers. Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
FOR THE GS-11 GRADE LEVEL:
Have successfully completed a Ph.D. or equivalent doctoral degree.
OR
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Have successfully completed an LL.M. degree that is related to the position being filled.
OR
Have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%.
FOR THE GS-09 GRADE LEVEL:
Have successfully completed a master's or equivalent graduate degree.
OR
Have successfully completed two full years of progressively higher graduate level education leading to a master's degree.
OR
Have obtained an LL.B. or J.D. that is related to the position being filled.
OR
Have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%.
