You will serve as a HUMAN CAPITAL STRATEGY (HCS) PROGRAM MANAGER (PM) in the TOTAL FORCE MANAGEMENT DIRECTORATE (N1) for the DIRECTOR, CIVILIAN HUMAN RESOURCES (DCHR) OFFICE (N1CP) of OPERATIONAL SUPPORT FACILITY.

Duties

You will implement procedures, resolve technical problems, and provide technical assistance and advisory services to Human Resources Offices (HRO) and Senior Leadership regarding automated human resources management, processing, and records systems. You will provide oversight of human resources technology acquisition and increase data analyses and reporting capability. You will plan, develop, execute, and manage human capital strategy (HCS) initiatives. You will lead, develop, shape and implement practical and effective human capital strategies across the USPACFLT area of responsibility. You will consult with senior leaders to conduct gap analysis and develop strategic human capital initiatives to improve organizational performance and workforce sustainment. You will identify strategies needed to build the civilian workforce and close skill gaps in order to meet current and projected workforce needs.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Implementing a human capital and/or human resources service delivery strategic plan; 2) Utilizing qualitative and quantitative methods, techniques, and analysis to develop a framework for a human resources strategic plan; and 3) Identifying risk in human capital inefficiencies and recommending viable solutions to Senior Leadership.
