You will serve as a HUMAN RESOURCES SPECIALIST (LABOR & EMPLOYEE RELATIONS), in the Labor and Employee Relations Community Manager, of the DIRECTOR of CIVILIAN HUMAN RESOURCES OFFICE (N1CP) at Pearl Harbor/ Honolulu/ Hawaii
Duties
You will serve as the technical authority on developing regulations or guidelines for the operation of the Labor and Employee Relations (LER) program.
You will represent management to resolve problems and issues presented by labor organizations in connection with the implementation and administration of LER programs.
You will develop or modify program guidance that support governing instructions, directives, and operating policies for LER functional areas.
You will ensure that all internal policies and practices within the organization are consistent with Equal Opportunity Employment (EEO) policies.
You will review policy and procedures to ensure consistency in their application and recommend modifications.
You will provide staff advisory services on command-wide LER issues pertaining to the potential impact of negotiations and third-party decisions concerning management rights as defined in statute.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

- Eligible DoD employees shall be granted statutory return rights to their former position for a period of 5 years if continuously employed in a foreign or non-foreign area provided by Executive Order 10895 and DoDI 1400.25, v 1230.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following experience:Analyzing and interpreting labor management and employee relations regulations and policies in order to develop instructions and guidance for an organization; Conducting studies and developing metrics and strategies to assess and further improve the effectiveness and efficiency of a labor management and employee relations program; and Providing technical labor management and employee relations advisory to management, counsel, and third party representatives in order to resolve issues.
