You will serve as a Deputy Director, Civilian Human Resources (DDCHR) for United States Pacific Fleet Command (PACFLT), Civilian Human Resources Programs (N1CP). You will serve as the principal strategic partner and advisor to PACFLT leadership on civilian Human Resources (HR) matters and will execute the PACFLT HR program.

Duties

You will assist the Director, Civilian Human Resources (DCHR) in developing and administering Command-wide guidance for HR programs, processes and operations which are responsive to Command requirements, goals, and mission. You will ensure the Command HR program is executed consistent with the Department of the Navy (DON) policy and requirements. You will assist in providing technical direction and guidance to N1CP staff and Human Resources Offices. You will collaborate with Office of Civilian Human Resources (OCHR) Operations Center Directors to provide quality end-to-end HR services to the Command. You will prepare business cases to support HR initiatives and develop and explain total HR costs. You will work closely with the Director, Equal Employment Opportunity (DEEO) to ensure Equal Employment Opportunity is fully integrated into HR programs, processes and operations. You will ensure Information Technology (IT) systems and applications are compliant with DON IT policy and HR Functional Area Manager requirements. You will perform administrative and technical supervision of the N1CP staff covering Programs for Recruitment/Staffing, Classification, Labor/Employee Relations, Workforce Relations, Workforce Development, Drug-Free Workplace, Data Analytics, etc.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: recruitment and staffing, classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, and/or advising senior management on HR policies and administration; and providing substantive input to the strategic planning of human capital resources for an organization.
