You will serve as a HUMAN RESOURCES SPECIALIST in the Total Force Management Directorate of COMPACFLT HRO NORTHWEST.
This positions serves on the Director, Civilian Human Resources staff as an Action Officer for Human Capital Strategy and Program Manager for Human Resources Information Systems.
Duties
You will provides support to Human Capital Strategy (HCS) Program Manager developing and implementing practical and effective HCS throughout the Areas of Responsibility.
You will advise on how to improve human capital programs, increase process efficiency, modify people-related programs and practices, and help organizations effectively deal with broad changes.
You will evaluate existing practices and develops new strategies that are designed to meet COMPACFLT needs.
You will participate in Fleet-wide assessments, providing authoritative subject matter advice, representing the Fleet in engagements with the DON, OCHR, other Secretariat offices, and Department of Defense (DOD) entities.
You will plan, manage, and complete complex, multi-faceted projects involving government and contractor personnel.
You will utilize analytical, critical, and strategic thinking skills to consider risk calculations, and use data analytics to inform strategic decisions, identify workforce requirements, and develop recommendations for decision-makers.
You will design and execute recurring and ad hoc studies of COMPACFLT human capital data to provide informational reports and briefings for leaders and decision makers to assess progress toward achievement of the human capital strategy.
You will serve as a project manager for various human capital strategy initiatives, tracking plans of action, milestones, deliverables, key performance indicators, and overall measures of success for each project.
You will serve as primary program manager and point-of-contact for Human Resources Information Systems (HRIS).
You will plan and implement systems infrastructure improvements, modifications, upgrades, and replacements to support development and implementation of HR projects and new technology installations.
You will research and initiate technological approaches to solve automation problems, evaluating and recommending techniques that will provide the optimum information and project needs.
You will serve as the primary point-of-contact for all DCHR SharePoint activities, which will include maintaining the DCHR home page, libraries, portal links, and branch sub-sites.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying human resources management (HRM) concepts, principles, laws, regulations, and practices to develop and execute human capital strategic initiatives; and designing and conducting studies of HR operating or policy issues (e.g., recruitment and retention, learning and development, data analytics, technology) and analyzing and presenting data to senior leadership for decision making.
