This position is part of the DSCA. The incumbent will be responsible for Developing and executing Security Cooperation policies and procedures; providing solutions for Foreign Military Sales (FMS) and Building Partner Capacity programs; tracking USG-funded cases for global train and equip activities; and possessing expertise in financial management, national defense strategy, legislative processes, security cooperation legal authorities, policy, and program management.
Duties
As a PROGRAM ANALYST (TRAIN & EQUIP) at the GS-0343-13/14 some of your typical work assignments may include:
Serve as a senior consultant, providing advice and assistance over a wide spectrum of military training, exercises, and security cooperation (SC) programs conducted under Global Capability Development SC Authorities.
Develop, implement, manage, and execute SC policies, processes, and procedures.
Serve as the policy-execution link for Global Train and Equip (GT&E) programs throughout the programs life cycle.
Act as the Subject Matter Expert liaison within the inter- and intra- agency during the planning and execution process, ensuring that plans are matched to resources and capabilities.
Responsible for engaging early and often in the planning process and uses tools to develop integrated solutions (FMS and GCD), define resources, identify necessary skills, and develop associated plans of action and milestones for world-wide or regional implementation.
Develop and prepare reports, point papers, programmatic statements and recommendations, coordinate, and develop legislative proposals and strategies for the annual Congressional authorization and appropriations process for the foreign security forces capacity building program.
Closely track status of case development, execution, and delivery to providing the regional stakeholder and Program Managers (PM) with situational awareness, prioritized effort, and resolution of problems to eliminate obstacles.

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Implementing and executing Security Cooperation policies, processes, and procedures; providing integrated solutions for Building Partner Capacity programs; tracking USG-funded cases in support of global train and equip activities; and advanced knowledge of financial management, national defense strategy, legislative processes, security cooperation legal authorities, policy processes, and program management skills.
You may qualify at the GS-14, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Developing, implementing, and executing Security Cooperation policies, processes, and procedures; providing integrated solutions on Foreign Military Sales (FMS) and Building Partner Capacity programs; tracking USG-funded cases in support of global train and equip activities; and expert knowledge of financial management, national defense strategy, legislative processes, security cooperation legal authorities, policy processes, and program management skills.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
