Duties
The primary purpose of this position is: As the Capabilities subject matter expert for the CCMD directs, plans, organizes, and oversees the Requirements and Capabilities development, documentation, and advocacy. Applies expert program experience to analyze and evaluate issues, develop recommendations, and determine necessary policies, regulations, directives, programs, doctrine, and procedures for assigned USSPACECOM program areas and missions. The incumbent is considered the recognized authority on the full spectrum of capabilities in assigned mission areas and related issues.
As SME applies background experience, analyzes, develops, and evaluates issues, and develops detailed plans, goals, objectives, and recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations for long-range implementation is assigned program area.
Manages the planning and programming decisions in appropriate formats, provides technical guidance, advisor support, to meet USSPACECOM assigned program requirements.
As technical expert represents USSPACECOM both inside and outside the CCMD, the Services, DoD and its agencies, the Federal Government, and Industry organizations.
Works with the Division Chief in planning, organizing, and overseeing the activities of the the Division.

Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Employee must be able to obtain and maintain a Top-Secret w/SCI clearance.
This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
This position is designated as key. It cannot be vacated during a national emergency or mobilization without impairing the capability of the organization to- function effectively. Unless an alternate can be designated to perform the duties of this position during wartime, the incumbent of this "Key" position must be screened from military recall status.
This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW DoDI 3020-42, Defense Continuity Programs.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Miscellaneous Administration and Program Series 0301
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH3, equivalent to the next to lower grade GS 13 or equivalent in the Federal Service. Specialized experience includes: Produces desired results, in the needed timeframe, with the appropriate level of supervision through the use of appropriate knowledge, skills, abilities, and understanding of the technical requirements of the job. Achieves, demonstrates, and maintains the appropriate qualifications necessary to assume and execute key acquisition and/or support requirements. Demonstrates skilled critical thinking in identifying, analyzing, and solving complex issues, as appropriate. Takes and displays personal accountability in leading, overseeing, guiding, and/or managing programs and projects within assigned areas of responsibility. Work is timely, efficient and of acceptable quality. Completed work meets project/program objectives. Leadership and/or supervision effectively promotes commitment to organization goals. Flexibility, adaptability, and decisiveness are exercised appropriately.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as: advocating future concepts: mission capability needs; Planning, Programming, Budgeting & Execution Process (PPBE); Joint Capabilities Integration and Development System (JCIDS); acquisition; space operations.
Knowledge of a comprehensive range of Joint functions, policies, procedures, practices, concepts, and theories related to the mission, management, and operations to provide high level staff guidance.
In-depth knowledge of accepted accounting, budgeting, funds control, standard contracting regulations, practices, and procedures with ability to interpret and analyze financial data.
Knowledge of the mission, roles, functions, organizational structures, and operation of DoD and Joint Force organizations to provide command level staff guidance and/or conduct studies to determine capability gaps.
Ability to recognize and analyze complex analytical problems, assemble, and analyze facts; draw conclusions; conduct research, summarize results, and make appropriate recommendations for resolution and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
