The Office of Suicide Prevention (OSP) is a National Program Office which functions under the overarching direction of the Executive Director of Suicide Prevention in the Office of the Assistant Under Secretary of Health for Clinical Services. OSP is comprised of the Suicide Prevention Program (SPP) and the Veterans Crisis Line (VCL).

Duties

Duties include but are not limited to: Analyzes accounting data to ensure that long range program decisions, accounting/financial reports and funding documents reflect budget execution decisions and/or to identify trends, unusual obligation, or expenditure patterns, Reviews available resources to ensure that initiatives, mandates and/or other identified priorities are sufficiently funded and that appropriate monetary allocations are developed for use. Participates in the strategic planning of financial needs and information that will be submitted in support of OSP. Prepares long- and short-range budgetary projections utilizing economic forecasting and financial analytic techniques to assess the impact of budget changes and legislative requirements. Analyze and evaluate departmental budget requests to prepare budgetary documents, reports, and recommendations and prepares special reports which will be submitted to Congress and others upon request. Analyze and interpret VA and OMB policies and directives to determine impact on OSP with regard to budget formulation, presentation, and execution. Develop the appropriate statistical, graphical, and narrative reports and communicate fiscal execution rates of suicide prevention funding to VA, VHA, network, and medical center leadership in national and VISN-wide forums. Develops a cost accounting system which collects and reviews cost distribution data from all services within OSP and inputs the data to ultimately formulate a Cost Distribution Report and DSS statistics. The cost accounting/DSS system requires extensive financial analysis of workload versus costs of all clinical programs within the office, as well as indirect criteria, e.g., cost and workload. Provides monthly financial performance reports to OSP program leadership and convenes a financial review board to ensure effective budget execution. Responsible for the control of all business functions, to include General Accounting (GAO) program records, Budget, Financial Analysis, and Audit reporting in accordance with generally accepted accounting principles, governmental auditing standards, and various Governmental Finance laws and regulations. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/06/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Skilled in areas such as financial management, acquisition, personnel management, project management, operations management, central business functions, and administrative compliance. Identify short- and long-range courses of action to effectively and efficiently comply with legislative and regulatory changes that impact the organization. Expert business advisor, providing theoretical and practical guidance, formulating, implementing, and evaluating budget, finance, personnel policies publications, directives, plans, systems, and procedures by which the OSP operates. Preferred Experience: Knowledge of and experience with the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems. Selective Placement Factor COR FAC-C Level III Certification; FAC-P Project Management Level III Certification. You will be rated on the following Competencies for this position: Contracting/Procurement Financial Management Planning and Evaluating Budget Administration Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary and does not require any special physical effort. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Employee may carry light items such as papers, books, and portable computer.
