As the System Education Coordinator, the incumbent has full managerial responsibility for an employee education program serving over 6,000 employees within the North Florida/South Georgia VA Heath care System. The System Education Coordinator serves as the Designated Learning Officer (DLO), planning, developing, implementing, and evaluating the employee education program. The position reports to the Associate Chief of Staff for Education (ACOS/E).
Duties
Major Duties Include (but not limited to):
Collects and analyzes data to develop comprehensive education systems that comply with regulatory requirements and meets staff development needs.
Develops survey instruments, coordinates prioritization of needs, and uses results of evaluations to implement improvements and modifications in training.
Complies with VHA guidelines/regulations governing education planning, requirements for continued medical education, honoraria, travel, and fund control point management.
Facilitates speakers, material preparation, site arrangements, and evaluations.
Reviews requests for educational reimbursement and Authorized Absence and advises on entitlements.
Demonstrates collaboration, motivation, and leadership for individuals and groups for educational activities, using significant individual initiative.
Supervises professional education and support staff, exercising judgment, flexibility, and compliance with VHA performance evaluations and competency assessment systems.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/13/2024.
GS-13 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Education: Undergraduate and Graduate Education (Transcript Required): Major study -- education or a subject area related to the position to be filled.

Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and the methods and techniques of instruction.
Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
You may qualify based on your experience as described below:
GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to:
Plans, organizes, directs, and implements an integrated comprehensive and goal-directed education program for all employees.
Provides direct classroom training and serves as an instructor for instructor-led classes.
Collects and analyzes data to develop comprehensive education systems that comply with regulatory requirements and meets staff development needs.
Employs a wide variety of teaching methods based on thorough knowledge of adult learning and instructional design principles.
Verifies and analyzes accounting data to determine propriety, accuracy, and budgetary impact.
Preferred Experience: Masters degree in Education or similar field preferred.

Physical Requirements: Because the incumbent deals frequently with decisions on policy and program matters, meeting program deadlines, and situations involving differences of opinion and negotiation, this position has the potential to create a significant degree of stress. Walking, sitting for extended periods of time at a computer terminal, and standing at length while making presentations and teaching are involved in this position. The position requires mobility within the System and frequent travel to other cities for meetings and conferences. The position requires flexible duty hours including occasional evenings and weekend tours to accomplish objectives.
