Serves as a training instructor assigned to the Employee Education and Training Office in the North Florida/South Georgia Veterans Health System (NF/SGVHS) Office of Education. Provides expertise in direct support of workforce education and development through a variety of local, VISN, and National program office training and educational services. Manages, develops, and delivers assigned courses to participants located across all services throughout the entire facility.

Duties

Major Duties Include (but not limited to): Adapts or revises courses due to subject matter and/or participant issues. Designs, creates, and updates full-length courses in multiple subject areas using up- to-date instructional technologies and adult education best practices. Produces educational opportunities using the most appropriate instructional method based on an identified performance gaps, training needs, and/or approved justification for training to enhance participant learning. Keeps informed of new policies, regulations, initiatives, and related events to ensure integration into existing curricula and programs of instruction to meet training needs. Applies qualitative and quantitative techniques to improve the quality and relevance of education through research, development, prototype experimentation, demonstration, and training. Manages the planning, development, implementation and oversight of assigned programs and program support initiatives. Manages and organizes information to ensure proper recording and tracking of training data. Work Schedule: Monday - Friday 8:00 am to 4:30 pm Telework: Ad-hoc Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/13/2023. GS-11 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements (IOR): Applicants must satisfy IOR to be further considered for the position. Education Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. (TRANSCRIPT REQUIRED) or Experience Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. You may qualify based on your experience and/or education as described below: GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applies adult learning principles and provides extensive planning, organization, and integration with other functional activities, initiatives, and concepts. Conducts fact-finding through contact with appropriate subject matter experts and valid source materials to develop the most accurate and objectively-aligned materials. Responds to facility inquiries and requests for assistance regarding educational matters; (i.e. accreditation packages, adult learning theory, instructional techniques, lesson organization, examinations, training support, scheduled offerings, and best practices). Provides instruction on a variety of professional, leadership, organizational, technical, and educational topics using multiple delivery modalities (face-to-face, online, or blended). Designs, creates, and updates full-length courses in multiple subject areas using up- to-date instructional technologies and adult education best practices. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience directly related to the work of the Training Instructor position and graduate level education beyond beyond a Master's or equivalent degree. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is typically sedentary, except when instructing in a classroom setting when one must stand or positioning oneself in a line of site to participants. Standing should not exceed any two consecutive hours without a break or opportunity to sit. There is also nominal walking and bending; infrequent carrying of papers, books, a/v equipment, and course materials; and driving a car. Use of a headset is required when conducting online courses and in some video teleconferencing events.
