Serves as a program specialist and reports to the Designated Learning Officer (DLO) within the Office of Education, North Florida/South Georgia Veterans Health System (NF/SGVHS). The DLO and staff provide training and educational support to employees. Serves as the NF/SGVHS Domain Administrator for the Talent Management System (TMS). TMS is the primary access point for training opportunities and houses employee's official education and training record.

Duties

Major Duties Include (but not limited to): Serve as the NF/SGVHS Domain Administrator for the Learning Management System (LMS). Design, develop, and deploy on-line courses in coordination with subject matter experts. Evaluate education and training programs. Maintain an up-to-date Education Service SharePoint site and calendar. Assist with coordination and implementation of education projects. Work Schedule: Monday - Friday 8:00 am to 4:30 pm Telework: Ad-hoc Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/22/2023. GS-09 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Training Instruction Series 1712 Individual Occupational Requirements (IOR): This position and series has an IOR that must be satisfied to be further considered for the position. Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. OR Experience: Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. You may qualify based on your experience and/or education as described below: GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Instruct and support all domain users while managing the local help desk. Manage Learning Management System (LMS) account profiles and user access. Provide technical support for the LMS by troubleshooting the system and on-line course issues. Generate and analyze training reports. Ensure assignment profiles, curriculum, courses, and cohorts align with requirements OR, GS-09: Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR,GS-09: Combination of Education and Experience (TRANSCRIPTS REQUIRED Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate education beyond beyond the 1st (first) year. Note: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mostly sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, and lifting of equipment weighing less than 40 pounds. No special physical demands are required to perform the work.
