This position serves as the Training Instructor for the Community Care of the North Florida/South Georgia Veterans Health System. The incumbent is responsible to develop and direct comprehensive education and training programs. To provide in-depth consultation in the areas of needs assessment, curriculum design for complex training goals, and program evaluation. Preforms strategic planning, manages resources, and develops policies and procedures.
Duties
Major duties include but not limited to:
Develops the education/training plans for the Community Care by reviewing laws, policies and other written guidance to prepare written training plans.
Independently evaluates courses by planning and conducting validity and reliability studies to analyze material and develops recommendations for course revisions.
Subject matter expert and provides training on the following required applications; Computerized Patient Record System (CPRS); HSRM (Health Share Referral Manager), Streem Fax, Veterans Integrated Systems Technology Architecture (VISTA) program consisting of the Civil Hospital, PPMS (Provider Locator), RefDoc, Optum Portal, VAOS (Scheduling Manager), CTM, PATS-R, Cisco Finese, and programs of the Microsoft Office package.
Performs advanced strategic planning to ensure overall staff development for the organizations structure and arranges and assigns work to use resources efficiently.
Independently evaluates courses by planning and conducting validity and reliability studies to analyze material and develops recommendations for course revisions.
Develops and creates evaluation and assessment tools in order to ensure employees meet educational objective.
Serve as the Community Care services Information Manager/ADPAC and PIV card Manager/Sponsor adhering to all laws/policies and requirements for the NF/SG VHS.
The incumbent creates Community Care authorization status reports and provides analysis to the Community Care Service Chief, Assistant Chief and Community Care, Supervisors and makes recommendations to improve work efficiency.
Maintains knowledge of current information related to Non-VA care regulations and seeks continuing education in all phases.
The incumbent performs audits of all work processes to include consult/authorization processing, all claims processing and payment, eligibility, and medical documentation scanning and indexing to ensure work process are being performed properly and in accordance with established laws, policies, standards.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/16/2023.
Time-In-Grade Requirement:Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Develop and direct comprehensive education and training programs
Provide in-depth consultation in the areas of needs assessment, curriculum design for complex training goals, and program evaluation.
Performs strategic planning, manages resources, and develops policies and procedures.
Assisting Chief and Assistant Chief of Community Care to direct, coordinate.
Performs training for all staff members, as well as, other individuals within/without VA to meet program requirements.
OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent doctoral degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (TRANSCRIPTS REQUIRED).
OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond master's or equivalent doctoral degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (TRANSCRIPTS REQUIRED).

Physical Requirements: This position requires some strenuous physical exertion. There will be some walking, standing, bending, and filing of documents and use of stairs or elevators. There may also be some carrying of training materials and reference books.
