About the Position: Serves as a Congressional Liaison Specialist for the HQ, U.S. Army Materiel Command (AMC), and provides the full range of liaison support to expeditiously resolve congressional inquiries and analyze and recommend procedures to improve congressional special interest programs.
Duties
Brief Public and Congressional Affairs leaders and Command Group on matters of congressional interest and emerging/potential issues; providing recommended actions as required.
Support the Command Congressional Engagement Strategy; develop and oversee execution of supporting topical focus area congressional engagement and communication plans.
Conduct qualitative/quantitative analysis of legislative language.
Monitor and support command-level congressional special interest programs.
Analyze congressional inquiries to identify relevant issues, performs required research and identifies sources of information required for resolution of inquiries.
Develop comprehensive written products (i.e. information papers, briefings, letters, congressional testimony) for AMC senior leadership, Department of Army, OSD.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.

Specialized Experience: One year of specialized experience which includes 1) Providing liaison support for receiving, tracking, monitoring, and controlling inquiries from Members of Congress, Congressional Staff and Congressional Committees; 2) Conducting research to identify resolutions for Congressional inquiries; 3) Conducting analysis of legislative interest in organization programs; and 4) Identifying legislative concerns about organization programs to leaders. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
