About the Position: This position serves as a Deputy Director Operations and Logistics for the U.S. Army Security Assistance Command. The Army's Face to the World, the one-stop focal point for Army FMS, and the international partner of choice in U.S. Security Assistance.

Duties

Responsible for the formulation, development, and administration of objectives, plans, policies, and projects to meet operational requirements and organization needs. Prepare and draft strategic concepts, plans and orders, General Officer correspondence, and materials for presentations. Assist the Command Group, Directors, Deputies, and Country Program Managers (CPM) with technical and Foreign Military Sales (FMS) policy issues. Responsible for the development of professional subordinates and their training in leadership, management, operational, technical, and administrative processes to ensure program objectives are met. Provide advice and staff guidance relative to programs, systems, and practices for increasing efficiency and effectiveness of operations. Plan work to be accomplished by subordinates, set and adjust priorities and prepare schedules for completion of work. Provide advice regarding program planning, development, execution and evaluation related to Army Security Assistance operations. Lead Integrated Planning Teams, crisis action teams and functional working groups. Hear and resolve group grievances or serious employee complaints. Develop business strategies and plans for Army Security Assistance focusing on leveraging Foreign Military Sales. Provide continuous analysis, performance evaluation and diagnosis to ensure progress toward strategic objectives. Provide planning, coordination, facilitation and management in support of various working groups; leadership groups and conferences.

Requirements

  • Must be able to obtain and maintain a top secret security clearance.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, employee must successfully pass a urinalysis screening prior to appointment and periodically thereafter.
  • Percentage of time to be spent TDY is up to 25%.
  • A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
  • Must obtain appropriate Security Cooperation Workforce Development requirements.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
