About the Position: Serves as the Chief of Regional Planning Environment Division South. Independently interprets and applies directives, memoranda and other instructions from higher echelons related to the plan formulation, environmental, economic and cultural resources function in accomplishing the various missions of the region. Serves as the principal spokesperson for civil works planning activities and is responsible for the total planning efforts of the assigned districts.
Duties
Plans, schedules, organizes, coordinates, accomplishes the districts’ civil works planning activities such as reconnaissance and feasibility investigations, flood plain management services, and coordination of federal/state planning programs.
Determines priorities, internal policies, procedures and makes periodic and comprehensive evaluation of program goals and objectives and adjusts or redefines broad objectives as necessary.
Makes recommendations with supporting justifications for higher authority or makes decisions within the limits of authority that affect the initiation, curtailment or termination of various major studies or projects.
Oversees the development of the scope, level and degree of technical analysis to be employed in planning studies necessary to obtain quality results within cost and schedule.
Prepares information and data to support the investigation portion of the districts’ annual budget submission to Congress, as well as related budget information for the Continuing Authorities Program and Technical Services.
Acts as advisor to the District Engineers on the comprehensive water resources development program for the districts, appraising the program for development of ecosystem restoration, navigation, and other uses on a regionwide basis.
Coordinates civil works projects with various groups of local interests to explain the responsibilities of local interests in participating in projects being considered by the Corps of Engineers.
Meets with Congressional representatives and local interests in connection with the civil works program.
Performs the full range of supervisory personnel management functions and acting on personnel management problems referred by or beyond the authority of subordinate supervisors.
Requirements

- This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
- One-year probationary period may be required.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
- Supervisory probationary period for 1 year maybe applicable.

Specialized Experience for the GS-15: One year of specialized experience which includes: 1) Managing an organization's planning program to include: the coordination, budgeting and/or scheduling; 2) Identifying potential issues and recommending solutions for a civil works planning program; 3) Conducting quality assurance reviews of planning programs; and 4) Providing leadership to a team of multi-disciplined professionals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. For the GS-15 you must have 52 weeks at the GS-14 level.
