This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Budget Analyst on an operating budget team within the Directorate of Resource Management Office (RMO), Budget. Performs a complete range of budget analysis duties for all resources managed by the team.
Duties
Analyze budget and cost data to determine affordability, budget trends, and future projections.
Collaborate with a variety of groups or individuals to accomplish obligation and disbursement actions.
Develop budget estimates, time-phased funds projections, and unfunded requirements.
Direct the processing of detailed financial management documentation through a variety of functional systems such as budget, manpower, supply, contracting or finance and accounting systems.
Utilize financial accounting systems to analyze trends in funds utilization.
Independently interpret, formulate, disseminate, apply, and implement program and budget guidance, laws, policies, and procedures to ensure the legal expenditure of funds.
Prepare written justifications, briefing slides, and correspondence using business software.
Conduct training, fund status reviews, oral presentations, and briefings.

- This position may require the employee to occasionally travel away from the normal duty station approximately 5% of the time.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This is a Financial Management Level 2 Certified position. Incumbent of this position must complete required certification within established timelines.

This is a developmental position, which can be filled at the GS-07, GS-09 or GS-11 grade level. You will work in a developmental capacity performing assignments and completing training, both of which are aimed at preparing you to gain the knowledge and skills necessary to perform the duties of the full performance level. The candidate placed in this position may be non-competitively promoted to the target grade of GS-11 if he or she has satisfactorily demonstrated the ability to perform at the higher grade level, meets all regulatory (such as time in grade) and qualification requirements for promotion, has been recommended for promotion by the supervisor and the target position is supported at the time of the promotion.
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-07:Specialized Experience: One year of specialized experience which may include work that involves utilizing automated accounting systems to record and maintain records used to control funds allocation; preparing and maintaining select data to reflect status of funds; reconciling informal fund control data; identifying routine discrepancies and submitting corrections; performing routine research to ensure that data is accurate and in accordance with policy and procedures; processing purchase requests; maintaining data on the current status of funds; and compiling and providing data that will be used for a variety of reports such as cost detail, labor, travel, training, unliquidated obligations, expense & accruals, and budget vs. actual expenses.

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Budget Analysis, Accounting, and Financial Management.

Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).ORCombination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. GS-09: Specialized Experience: One year of specialized experience which includes monitoring expenditures, preparing budget reports, compiling data, or assisting in formulating a budget.

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Budget Analysis, Accounting, and Financial Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-11: Specialized Experience: One year of specialized experience which includes work that involves analytical, technical, and administrative duties in one or more phases of budgetary process, such as guidance, budget formulation and justification, presentation and enactment, execution or the development of budgetary guidance; and responsible for a segment of an organization's budget, programs, and/or organizational structure.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Budget Analysis, Accounting, and Financial Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
