You will serve as a Cruise Missile Senior Intelligence Analyst in the Naval Weapons Department/Missile Division of FARRAGUT TECHNICAL ANALYSIS CENTER. All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.

Duties

You will serve as the Technical Analysis Center (TAC) senior naval cruise missile analyst, responsible for analyzing cruise missile intelligence and providing authoritative assessments. You will plan, lead, conduct and review all naval cruise missile analysis efforts within the missiles division. You will provide senior-level review of peer or subordinate assessments and products, input to collection managers, and technical mentorship of junior analysts in technical intelligence analysis to include tradecraft and quality control. You will communicate, both orally and in writing, estimates to a wide range of customers from fleet commands, scientific and engineering staffs at Navy and DoD labs, and policy and decision makers at all levels of government. You will lead teams of analysts and engineers in completing tasks, projects and studies.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position requires periodic polygraph examinations.
  • This position may require a 2-year DCIPS trial period.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning, executing, and reporting on materiel exploitation and associated intelligence processing; 2) Managing of contracts governing external manpower, material resources, and budgets to execute exploitation work and assess quality of contract deliverables; 3) Recognizing trends in technological development of foreign naval materiel systems and applying that knowledge to update business practices and analyses; 4) Tracking of project exploitation progress, funding execution schedules, and security procedures; 5) Using computer-based task tracking and inventory tracking systems, RFI tracking systems, purchase ordering systems, and upkeep of associated data; and, 6) Developing new IC customer relationships and maintaining a professional network of customers for wide dissemination of critical intelligence products.
