You will serve as the Executive External Customer Engagement Lead and Senior Strategic Collection Requirements Integrator at the GG-15 grade level responsible for Customer Engagement and the strategic integration/direction of the organization with regard to intelligence and collection requirements in order to meet the Chief of Naval Operations (CNO) highest priority collection needs.

Duties

You will serve as a strategic requirements integrations subject-matter expert (SME) and senior advisor. You will identify intelligence integration gaps, synchronize collection requirements and feedback mechanisms to fill gaps, and develop analytical tools and methodologies to document the gaps and feedback processes. You will prepare new or revised intelligence products which include briefings, automated/manual databases, and analyses/evaluations relative to the capabilities and activities of the command. You will present and advocate for the commands’ positions, aligned with issues in his/her area(s) of expertise. You will establish and maintain strategic partnerships with personnel in other intelligence centers, services, and agencies to align and integrate the commands’ production requirements and evaluations cycle. You will serve as the activity representative at Echelon 2 and 3 collections conferences and working groups.

Requirements

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require a 2-year DCIPS Trial Period.
  • This position may require a Polygraph Examination.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • PPP applicants must currently hold the required security clearance.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS/GG-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: Conducting continuous analysis of the efficiency and effectiveness of the organization's intelligence activities. Interpreting complex intelligence strategy and policy issues by applying expert knowledge of requirements integration, collections management, and strategy. Maintaining awareness of validated intelligence requirements, current events in assigned areas of responsibility (AOR), and national security issues that impact enterprise operations and ensures collections priorities reflect customer's needs.
