Duties
Serves as a Subject Matter Expert (SME) on projects, working groups, and integrated product teams (IPTs) to provide senior technical guidance, and leadership for the development, integration, maintenance, and operations of DLA systems.
Responsible for analyzing critical system requirements in response to business requirements, risks, and costs; evaluating, selecting, verifying, and validating the systems software environment.
Responsible for evaluating, selecting, and installing compilers, assemblers, and utilities; and integrating hardware and software components within the systems environment.
Responsible for managing the interaction of our systems (WMS, DSS, VSM, etc) with internal and external DLA trading Partners, ensuring successful system communications.
Responsible for testing efforts assigned by Portfolio Management with responsibility for planning, organizing, and ensures the successful execution of the testing efforts.
Experience producing and maintaining relevant evidentiary matter for software design, testing, customer support, production support, and/or activities that comply with the Agency’s Audit Strategy.
Plans and coordinates efforts of government and contractors involved in research and development (R and D), technology advancements, upgrades, design, and/or developmental engineering of enterprise systems.
Performs continuing analysis and feasibility evaluations of software/hardware proposals, trends and concepts in terms of validity in user environments.
Analyzes impact on invested operating systems and user organization, implications regarding adequacy of hardware facilities, cost-effectiveness, trade-offs, etc.
Serve as Chairperson for the Risk and Issue Management Board (RIMB), providing subject matter expertise in program and project management to ensure compliance with DoD Risk, Issue, and Opportunity (RIO) Guidance.
Coordinate, monitor, and review activities of the RIMB Secretariat, and approve or reject the opening of new risks or issues into the register.
Determine the accuracy and validity of risk/issue analyses, approving or rejecting proposed risk mitigation and issue resolution plans, and selecting and assigning risk or issue ownership.
Assess the overall effectiveness of approved mitigation and resolution strategies and authorize corrective actions, as necessary.
Approve or reject the closeout or retirement of existing risks or issues and seek counsel from SMEs outside the knowledge area for informed decision-making.
Organize and perform briefings with senior executives and Government leaders on active risks/issues and escalate any that require cross-organization or higher leadership involvement.

Qualifications
To qualify for an IT Project Manager (PLCYPLN), your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Performs expert level skills in IT concepts, principles, and practices to plan, direct, and evaluate projects for Automated Information Systems.
Applies analytical theories, principles, concepts, methods, and techniques related to mathematical and statistical analysis to formulate and conduct studies and analysis.
Possesses extensive experience in test and evaluation techniques; large-scale software deployments; and system development life-cycles.
Plans and coordinates efforts of government and contractors involved in research and development(R&D), technology advancements, upgrades, design, and/or developmental engineering of enterprise systems.
B. Education: Applicants may not qualify for this position based on education in lieu of specialized experience.
