This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: As an Acquisition Analyst, you will define and implement acquisition requirements for various contracts and use Federal Acquisition Regulation procedures to recommend changes to proposed contracts.
Duties
Serve as Government Purchase Card (GPC) holder for USACC.
Administers firm fixed price service or supply contracts.
Develop acquisition requirements on behalf of USACC customers.
Prepare purchase requests utilizing various web-based programs.
These duties are described at the full performance level (GS-11). The GS-07 level is developmental with promotion potential to at the full performance level at GS-11.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Business travel required 15% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Foundational Career Level Certification or Contracting Professional Certification within 36 months of entrance on duty.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position is a term appointment NTE 3 Years. Term appointments may be extended beyond six (6) years, up to eight (8) years, may be made permanent without further competition if provisions are met.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-7: Specialized Experience: One year of specialized experience equivalent to at least the GS-05 grade level in the Federal service which includes (1) Reviewing statistical data for acquisition/ procurement reports; (2) Assisting the analysis of acquisition data; AND (3) Organizing files relating to acquisition actions.
OR
Successfully completed one full academic year of graduate-level education. (Note: You must attach a copy of your transcripts.)
OR
Successfully completed all the requirements for a bachelor's degree and claiming Superior Academic Achievement. Superior AcademicAchievement is based on:(1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR(2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR(3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Education can be substituted for experience.
GS-9: Specialized Experience: One year of specialized experience equivalent to at least the GS-07 grade level in the Federal service which includes (1) Analyzing acquisition data to support conclusions; (2) Reviewing acquisition/ procurement data to prepare corresponding reports; AND (3) Assisting management to provide recommendations on acquisition actions based on data analysis.

Successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience:A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Education can be substituted for experience.
GS-11: Specialized Experience: One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes (1) Advising personnel on documentation requirements for procurement actions; (2) Researching Federal Acquisition Regulation requirements; AND (3) Maintaining acquisition/ procurement contracts for the organization.

Successful completion of a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization, natural sciences, social sciences, philosophy, psychology, education, communication, architecture, data analytics/computer science, healthcare ad min, mathematics, management, ad information technology.
