About the Position: Serves as the Chief, Contract Management Branch (CRB), Internal Operations Division (IOD, Personnel Information Systems Directorate (PERSINSD), Human Resources Command (HRC), responsible for central staff supervision, management, and coordination of all contracts and acquisition implementation initiatives and responsibilities to meet assigned HRC requirements.
Duties
Effects disciplinary measures identifies developmental and training needs of employees and makes provision for such development and training.
Oversees the development and updates to the Services Acquisition Management Contract Review Board (CRB) packages to ensure all are standardized..
Serves as a Technical Point of Contact (TPOC) for assigned contracts and acquisition expert for in-process reviews, process action teams and other special boards.
Analyze policies and procedures in order to recommend changes, ensure compliance with DoD and Army long-range acquisition initiatives.
Assures contractor compliance with applicable laws and regulations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
- This position requires temporary duty (TDY) travel up to 30% of the time.
- This position is designated emergency essential (EE). Incumbent must be ready and able to deploy as required in support of varied contingencies and under severe and austere conditions.
- The deployment may involve support to US military forces, Allied Nations, the United Nations, or other Federal Agencies involved in war or military operations other than war.
- Due to the strenuous nature of deployed assignments, the incumbent must be free of any health or medical condition that would prevent the employee from performing duties under austere conditions.
- The incumbent must be able to lift and carry a 40-pound pack for a minimum distance of 25 feet. The incumbent shall successfully pass a physical examination after accepting the E-E position, or as necessary as determined by the Executive Director.
- The position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position is designated "key.

The definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
