About the Position: This position is located with the US Army Personnel Operations Group, Talent Innovation and Assessment Group, Washington DC.
The physical duty location of this position is located in Fort Knox, KY.
Duties
Assist in the development and dissemination of policy on command procurement and contracting programs and develops and maintains familiarity with the regulations applicable to these programs.
Analyze acquisition requirements based on regulatory changes and determines necessary action to ensure that applicable provisions and other procedural requirements are incorporated.
Provide advice and guidance to contracting officers on technical matters.
Assist in the development of Statements of Work (SOW), Performance Work Statements (PWSs), Bid Schedules, and Evaluation Criteria for proposed acquisitions.
Utilize Army Acquisition systems to include Access On- Line (AXOL), General Fund Enterprise Business System (GFEBS), Wide Area Workflow (WAWF), and other procurement unique automated systems.
Monitor the process of projects including modifications to existing contracts.
Review documentation and monitors contractor performance/delivery in accordance with contract terms and takes appropriate action to correct contractor non-compliance.
Develop procurement plans to be followed in the acquisition of supplies, services, training, studies, and unique equipment.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- You may be expected to travel up to 25% for this position.
- Employee is required to file an OGE Form 450, Executive Branch Confidential Financial Disclosure Report, in accordance with the U.S. Office of Government Ethics Standards of Ethical Conduct for Employees of the Executive Branch.
- May be required to work weekends and holidays.

Specialized experience: Once year of specialized experience which includes reviewing and advising on procurement processes and/or contracting methods; preparing acquisition packages for the procurement in areas such as supply, service, studies, and training contracts; reviewing contractor proposals and cost breakdowns; identifying problem areas and providing recommendations to resolve potential issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
