The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to 919 SOW/FM.
Duties
1. Plans, organizes, and directs the activities of (insert organization), ensuring that the 919 SOW/FM complies with legal and regulatory requirements and meets customer needs.
2. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
3. Represents the 919 SOW with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with other base organizations, senior leadership, representatives from other military services, Department of Defense (DoD) agencies, and other related organizations regarding services provided.
4. Performs budget formulation work involving preparation of detailed analyses of annual budget estimates for assigned organizations/programs into a consolidated budget request.
5. Performs total budget operations in support of the overall operations, programs, and projects of the organization.
Requirements
- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with these requirements
- This is a Supervisory position - A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft

- Required certifications and/or licenses are a condition of employment. The employee must obtain and maintain the certifications and/or licenses required to perform the duties of the position
- Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and as necessary to meet regulatory guidance

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of budgetary methods, practices, procedures, regulations, precedents, policies, and other AF and MAJCOM guides which apply to assigned organizations and programs; sources, types, and methods of funding for assigned organizations and programs (e.g., direct annual, multi-year, and no-year appropriations; apportionments allotments, transfer of funds from other agencies; and/or refunds); and budgetary and financial relationships between assigned budget(s) and programs of other agency components and organizations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Detailed intensive knowledge of the policies, precedents, goals, objectives, regulations, and guidelines of a functional area (e.g., financial oversight, budget formulation, and/or budget execution sufficient to analyze and evaluate continual changes in program plans and funding and their effect on financial and budget program milestones; and analyze financial and budgetary relationships to develop recommendations for financial and/or budgetary actions.
2. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
3. Knowledge of military pay and reserve entitlements.
4. Knowledge of principles and practices of management and supervision.
5. Skill in analyzing, interpreting and applying complex legislation, policy and regulations to develop financial plans, policies and guidance necessary to make adjustments to the budget and develop cost analyses.
6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization that performs a variety of different functions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
