The primary purpose of this position is to serve as the Deputy, budget analyst for the Environmental Management Directorate. performing a variety of budget functions involving the formulation. execution. and/or analysis of budgets. economic and cost analysis studies for substantive programs and support activities. Also, Acting Chief when supervisor is unavailable.
Duties
Independently performs budget formulation duties for significant segments of major programs of the installation.
Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding, such as direct annual, multi-year. and no-year appropriations: apportionments: allotments: transfer of funds from other agencies: revenue from industrially funded operations of the installation
Provides advice, assistance, and guidance on budgeting and related information.
Conducts analyses. reviews, and special studies of budget and/or related information.
Leads and/or performs specialized, individual economic analyses and impact studies in support or a variety of environmental budget programs
Uses automated budgetary system(s} and computer-generated products in accomplishing budgeting assignments.
Performs financial management functions for assigned organizations and programs.

- This is a Financial Management Level 2 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements.
- The employee must, within 30-days of assuming this position and by 31 October annually, thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training.
Qualifications

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year or will have one year within 120 days of closing of this announcement, at the next lower grade (GS-11) or next lower broadband NH-02, Specialized experience is described as providing financial decision support and performing a variety of financial management functions that include planning, programming, budget formulation, justification, budget execution and analysis of budgets and economic cost analysis studies.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes.
Knowledge of missions, functions, goals, objectives, work processes. and sources of funding pertinent to installation environmental programs and funding.
Knowledge of source, of factual information about and related to processes of budgeting, such as that found in accounting reports, payroll records, work report, or inventory and supply data.
Knowledge of automated data processing concepts and systems capabilities to accomplish budget/funding tasks.
Skill in the application of analytical methods and techniques (e.g., cost-benefit analysis, amortization, depreciation. and pro-rating revenues and costs among customers), mathematical and statistical analyses, and revised legislation on the budget and on assigned programs. On own initiative the employee selects the analytical methods to be used in estimating funding needs, strategies for presenting budgetary recommendations and requests to management and fund-granting authorities, and the methods to be used in checking the accuracy and reliability of budget forecast and effectiveness of controls over the use of funds. The employee informs the supervisor of budgetary issues with potentially controversial and far-reaching implications. Completed work is reviewed for effectiveness of budgetary actions and recommendations. Work is seldom reviewed while in progress.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
