The primary purpose of this position is to serve as a first level supervisor, managerial authority and execution branch chief, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the 350 SWW.
Duties
1. Plans, organizes and directs duties involved with budget execution and administration work involving monitoring current year and prior year obligations incurred and the actual expenditures of budgets with different sources and types of funding such as direct annual and multi-year appropriations.
2. Exercises supervisory personnel management responsibilities.
3. Provides technical support and assistance on a wide range of management issues.
4. Provides advice, assistance, and guidance on budget policy and related information.
5. Performs budget impact analyses of programmatic adjustments to future budget years in the Future Years Defense Program (FYDP).

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes financial management advisory service, financial services, budget operations, cost analysis, planning, program and resource management systems. plans and schedules work to be accomplished by subordinates, sets and adjusts short-term priorities; assigns work in consideration of employee skills and mission requirements; develops performance standards and rates subordinates' performance; advises employees on work and administrative matters; implements methods and procedures to improve organizational performance; and identifies and provides for employee training and development. Recommends selection of candidates for positions; recommends position structure changes; takes disciplinary actions and hears and resolves formal employee complaints and grievances as delegated by higher level management; and assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge and understanding of various federal financial processes, including knowledge of the budget process, as it relates to the formulation of annual and multi-year budgets and timetables to achieve established mission objectives.
2. Knowledge of missions, goals, objectives, work processes and sources of funding pertinent to assigned programs/organizations.
3. Skill in the application of methods and techniques to analyze and evaluate the effects of changes in program/unit plans and funding.
4. Skill in identifying and analyzing cost-effectiveness relationships between operational and investment programs and short and long term strategic policies and objectives, all of which are subject to significant and continuing flux over time.
5. Ability to gather, assemble, and analyze data to prepare budget estimates, develops alternatives, and makes, recommendations to resolve budget/funding problems.
6. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
