The primary purpose of this position is to performs a wide range of budgetary and financial analytical duties in the formulation, presentation and execution in support of assigned appropriations, program elements and special programs.
Duties
Subject Matter Expert (SME) performing specialized, complex budget formulation work
Performs budget execution and reconciliation work
Provides advice, assistance and guidance on financial information
Conducts analyses, reviews, and special studies of financial operations and/or related information
Uses automated budgetary systems and computer-generated products in accomplishing budgeting assignments

- This is a Financial Management Level 2 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year or will have one year within 120 days of closing of this announcement, at the next lower grade (GS-11) or next lower broadband NH-02, equivalent in other pay systems. Specialized experience must include providing financial decision support and performing a variety of financial management functions that include planning, programming, budget formulation, justification, budget execution and analysis of budgets and economic cost analysis studies.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of budgetary methods. practices. procedures. regulations, policies. and processes.
2. Knowledge of missions. functions, goals. objectives. work processes. and sources of funding pertinent to programs/organizations.
3. Knowledge of sources of factual information about and related to processes of budgeting, such as that found in accounting reports. payroll records. work reports. or inventory and supply data.
4. Knowledge of and skill in using cost estimating techniques and methodologies to perform studies and develop unit cost analyses.
5. Knowledge of automated data processing concepts and systems capabilities to accomplish financial, budget, programming, and funding tasks.
6. Skill in the application of analytical methods and techniques (e.g. cost-benefit analysis, amortization, depreciation, regression, analysis, and pro-rating revenues and costs among customers), mathematical and statistical analyses, and various cost estimating techniques to analyze and evaluate the effects of changes in program plans and funding and conduct economic and cost studies/analyses.
7. Skill in formulating, justifying, and/or analyzing requirements of assigned financial programs.
8. Ability to gather, assemble, and analyze data to prepare budget/financial cost estimates. develop alternatives. funding requirements and make recommendations to resolve financial/funding problems.
9. Ability to communicate effectively both orally and in writing, to justify. defend, present, advocate, and/or advise on financial processes, actions, and decisions.
10. Knowledge of programs and their financial requirements to provide leadership, guidance, and direction to group financial personnel.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
