The primary purpose of this position is to serve as a senior Budget Analyst for all AFRC funded programs within the 919 SOW. which consist of the following funded programs: Civilian Pay, Reserve Personnel Appropriations (RP A), Unit Discretionary (O&M) programs, Military Contract/Construction (Multiyear funds) and all MAJCOM Global War On Terrorism (GWOT) funding.

Duties

Performs budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request. Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding. Provides advice, assistance, and guidance on budgeting and related information. Conducts analyses, reviews, and special studies of budget and/or related information. Leads and/or performs specialized, Indvidual economic analyses and impact studies in support of a variety of budget programs. Uses automated budgetary systems and computer-generated products in accomplishing budgeting assignments. Performs financial management functions for assigned organizations and programs.

  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with these requirements

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes intensive knowledge of budgetary methods, practices, procedures, regulations, precedents, policies, and other AF, MAJCOM, and installation guides which apply to assigned organizations and programs; sources, types, and methods of funding for assigned organizations and programs (e.g., direct annual, multi-year, and no-year appropriations; apportionments; allotments' transfer of funds from other agencies; refunds, and reimbursements); and budgetary and financial relationships between assigned budget(s) and budget and program of other agency components and organizations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of commonly used budgetary methods, practices, procedures, regulations. policies, and processes to formulate, justify, and execute the budget for assigned budget accounts. 2. Knowledge of missions, functions, goals. objectives, work processes, and sources of funding pertinent to installation programs/organizations. 3. Knowledge of Air Force and DoD budget and financial information systems technology and automated data processing concepts and applications to maintain or manipulate budget computer applications and systems, perform quality check of budget systems. and make recommendations on process improvements that will optimize system utilization. Knowledge of systems capabilities to accomplish financial/budget funding tasks. 4. Skill in formulating, justifying, and/or analyzing requirements of assigned financial programs. 5. Skill in the application of methods and techniques (e.g., cost-benefit analysis, ZBB, amortization, depreciation, and pro-rating revenues and costs among customers) to analyze and evaluate the effects of changes in program plans and funding. 6. Ability to communicate effectively, both orally and in writing, to justify, defend, present. and/or advise on budgetary processes. actions, and decisions. Ability to gather. assemble. and analyze data to prepare budget/financial cost estimates, develop alternatives, funding requirements. and make recommendations to resolve financial/funding problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
