You will serve as a Financial Management Analyst in the Resource Management Office of COMNAVREGSW SDIEGO.
Salary Range for GS-11: $82,633 - $107,421
Salary Range for GS-9: $68,297- $88,786
Duties
You will develop execution processes that comply with financial, travel, and purchase card regulations and policies.
You will perform and administer review and approval of travel documents in the Defense Travel System (DTS) in accordance with the JTR and the Navy DTS Business Rules.
You will assist in maintaining the integrity of the Government Travel Charge Card and Government-wide Commercial Purchase Card.
You will evaluate systems used to administer travel entitlements, budget, and lines of accounting, to determine if they are used correctly and accurately IAW JTR and DODFMR.
You will write Standard Operating Procedures (SOP) and provide training to travelers and cardholders, disseminate information on policies and procedures on pay, travel, and acquisition matters.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This is a bargaining unit position.
Qualifications
GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Approving all travel documents after validating expenses incurred are in accordance with applicable financial and travel regulations; 2) Providing training and guidance regarding travel policies and travel systems to all users to ensure timely and accurate reporting; 3) Correcting discrepancies found in financial reports and audits; 4) Recommends updates to travel systems (i.e. Defense Travel System [DTS] and the Government Travel Credit Card [GTCC] program) to improve efficiency and effectiveness. GS-9:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Reviewing travel authorizations and vouchers for completeness and correctness; 2) Managing financial documents in accordance with applicable financial, command, Navy, and federal regulations; 3) Reconciling travel financial accounts and elevating reported discrepancies for higher level review; 4) Maintaining and analyzing metrics reports to ensure accuracy and audit readiness. Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree

2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
