You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the Funds Management Department Head, COMFRC of NV AIR TECHNICAL DATA AND ENGRG SVC.
Duties
You will serve as the senior liaison for budget, accounting, or financial management policy and procedures within the organization
You will direct and/or performs continuing program execution review, analysis and appraisal of the
major operating and support programs within the organization
You will prepare briefs for senior managers on program execution and provides recommendations to
correct program variances or problem areas
You will conduct management evaluation of issues of financial consequence raised in audit reports,
budget reviews, etc. and recommends alternatives for corrective action.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This is a Financial Management Level 3 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Demonstrating mastery of the concepts, principles, practices, laws, and regulations of budgeting and/or financing; 2. Managing and coordinating of program objective requirements, labor, non-labor, and IT Budget Exhibits, Permanent change of station (PCS) and Defense Travel Systems (DTS) support, monitoring spend plans, and execution of funding; 3. Providing input to briefs, drills, data calls, and variance explanations to plan and benchmark as required; and 4. Utilizing the Navy Enterprise Resource Planning (N-ERP) and/or similar system for data analysis, budget development, and funds management.
