You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the Program Executive Officer for Submarines (PEO SUB), Maritime Surveillance Systems program office (PMS 485P) of PEO UNDERSEA WARFARE SYSTEMS. You will as the PAPM for Finance, serve as the principal senior financial expert to leadership on the development, implementation and revision of financial management policies, plans and programs; that will facilitate the effective and efficient application of financial resources.

Duties

You will lead a team of financial and cost specialists across various product lanes (FSS, SURTASS and DSS). You will provide direction/guidance as the Subject Matter Expert on Budgets, POM, Spend Plans, Execution and Congressional Inquiries to both internal as well as external stakeholders. You will coordinate and liaise with PMS 485 Acquisition Manager to achieve on-time contract awards, modifications and technical instruction implementation to maintain program schedules. You will correlate and corroborate financial information into end products for senior leadership, including reports and records as well as attend high level meetings as a senior authoritative representative of PMS 485 and recommend courses of action. You will make determinations on resources to accomplish program objectives and applies financial technical expertise to various levels of operations and advise on distribution of work and priorities of efforts. You will develop and implement improvement and efficiency strategies for programming, budgeting and procurements based on findings from key program specialists and analyst; leads efforts for these studies and analysis. You will develop a team of financial specialists to perform financial analysis, budgeting, spend plan development, program and contract estimating, with an understanding of how the financial picture ties into the overall program execution. You will provide proactive strategies and solutions to how the command can better execute financially and leverage processes more efficiently. You will leverage and develop the appropriate metrics and status reporting to the PM and DPM on overall financial effectiveness with all stakeholders.

  • You will be required to obtain and maintain an interim and/or final TOP SECRET/SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: conducting analysis of financial data or reports utilizing financial systems to recommend and implement adjustments in budget allocations, funding availability, or obligations and expenditures.
