You will serve as a FINANCIAL MANAGEMENT ANALYST in the RESOURCE MANAGEMENT OFFICE of COMNAVREGSW SDIEGO.
Duties
You will advise customers concerning issues related to Department of the Navy (DON) financial systems (e.g., Navy Enterprise Resource Planning (N-ERP).
You will evaluate systems used to administer military pay and travel payments to determine if they are used correctly and to their full potential.
You will consolidate summary reports (e.g., monthly, quarterly, semi-annual, special reports) for use by managers in financial decision making.
You will formulate financial strategies to achieve program objectives within financial constraints.
You will evaluate the allocation of funds to ensure compliance with budget and financial policies.
You will recommend strategies regarding financial management policies, procedures and tactics.
You will formulate financial strategies to achieve program objectives within financial constraints.
You will develop measures for resolving financial management and audit readiness issues.
You will write recommendations for corrective action in response to audit findings.
You will evaluate errors or rejects within a financial management system (e.g. Defense Civilian Payroll System (DCPS), Defense Travel System (DTS), or similar system) to recommend solutions.
Requirements

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- This is a bargaining unit position.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Evaluating budget requests against controls to ensure funding is available for use and accurate; 2) Monitoring budget execution to determine compliance with plans, policies and procedures as well as providing support for corrective action; 3) Preparing budget summaries and reports for managers to use in decision making; and
4) Providing customer service and guidance to resolve payroll issues as they may relate to payroll software/systems/applications such as Standard Labor Data Collection and Distribution Application (SLDCADA). NOTE: This experience must be supported by your resume.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree
OR
Possession of a LL.M., that is related to this position being filled.
