This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located with the Army Sustainment Command, Rock Island Arsenal, IL.

Duties

As a Sexual Assault Response Coordinator (SAR WF), you will perform the `below duties which is not an all-inclusive list: Works with the Installation Senior Command Lead SARC and command staff to manage the Sexual Harassment/Assault Response and Prevention (SHARP) program.. Coordinate care to ensure that sexual harassment complainants and sexual assault victims receive appropriate and responsive care. The incumbent will work with soldiers, family members, DoD civilians/ Ensure that sexual assault victim advocacy services are available 24 hours a day, 7 days a week, both off and on post for all of the serviced population. Maintain liaison with the Provost Marshall/CID, medical and legal services, and commanders to facilitate immediate response and accurate reporting of sexual assault incidents. Assign a victim advocate to assist the victim immediately upon report of the incident. Emphasize the commitment to maintain a workplace environment that rejects sexual harassment and sexual assault and attitudes that promote such behavior. Ensure all unrestricted reports of sexual assault are reported to the CID immediately upon victim consent and receipt. Report sexual harassment and sexual assault data using various automated reporting tools utilized by the DoD. Provide information, training, and reference materials to the serviced population to facilitate a sexual assault free environment

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • Background checks against all records required by law, Office of Personnel Management, DoD, and Army policy or regulation will be conducted prior to entering on duty in the position.
  • In accordance with governing regulations, additional checks will be performed on a recurring basis while employed in the position.
  • Minimum of a favorable suitability determination on a Tier 3 background investigation.
  • Incumbents in these positions are required to self-report civilian arrests, the filing of criminal charges, and/or convictions of any criminal offense to their supervisors and security office.
  • Must attend and graduate from required SHARP training courses within six months of employment.
  • Must maintain an active D-SAACP certification and up-to-date commander appointment orders prior to having any victim contact or access to victim information.
  • In the event that D-SAACP certification expires, is suspended, or is revoked, the individual is not authorized to serve in any SHARP position or perform SHARP duties until D-SAACP certification is reinstated.
  • Must possess a valid driver's license and have the ability to operate a motor vehicle should the need arise to operate a government vehicle/motor pool vehicle
  • May be subject to occasional 24/7 on-call SARC responsibilities.
  • This position may require temporary duty (TDY) business travel up to 25% of the time.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes the following: conducting training/seminars on sexual assault/sexual harassment; conducting studies, organizational reviews, or workforce analysis for a Sexual Harassment/Assault Response and Prevention Program; or participating in prevention activities in an effort to reduce or eliminate sexual harassment and sexual assault within an organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09) OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as social work or psychology.(NOTE: You MUST attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.(NOTE: You must attach a copy of your transcripts).
