Serves as the Administrative Officer for Environmental Management Services (EMS) at the Tuscaloosa VA Medical Center (TVAMC).
Duties
Major duties include, but are not limited to:
Provides the overall administrative management for the organization.
Develops, evaluates, and modifies organizational structure and systems to achieve program goals.
Directs the human resources management program for the service, performing or overseeing the full range of human resources requirements.
Calls to the attention of the Service management problems that require HRMS intervention or correction.
Reviews various reports to ensure accuracy and compliance.
Develops, formulates, and provides all essential data for the annual budget forecast for submission to the service Chief.
Manages procurement and contracting for the Service and administers the internal review, quality, and productivity initiatives.
Monitors purchases to ensure that card holder conducts daily purchase card reconciliation within the required time frame and are reconciled correctly.
Performs other related duties as assigned.

Qualifications
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS=9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: perform all administrative functions within the assigned clinical organization that includes administration, human resources management, budget and finance, management and program analysis, office support services, document control, managing and facilitating the approval of medical center memorandums and policies, logistics, and a variety of related administrative matters in support of a complex medical facility and is responsible for advising the service management team.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond two years of higher level graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience is equal to one hundred percent.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary. Work will involve some walking, bending, and lifting of light objects, as well as a good deal of work on a computer keyboard.
