The Administrative Officer for Research & Development (R&D) is directly responsible to the Associate Chief of Staff (ACOS) for R&D) through her to the Staff for the oversight of the administration of the R&D programs at the Tuscaloosa VAMC. The incumbent will be responsible for the day-to-day operation of the TVAMC multifaceted research program supporting clinical researchers.

Duties

The incumbent is expected to direct and supervise a wide range of staff with different technical skills. The positions include personnel in the fields of human research protection, budget, and administration. The incumbent will carry out the following: Plan work to be accomplished by staff, setting short term priorities and planning schedules for work completion; Evaluate the performance of staff under supervision; Assign work based on priorities taking into consideration task difficulty, requirement of assignment and capabilities; Give advice, counsel and/or instruction to employees on both work and administrative matters; Hear and resolve complaints from employees, referring group grievances and more serious unresolved complaints to the ACOS for Research or higher; Effect minor disciplinary measures, such as warning and reprimands and in serious cases, recommending other actions; Identify developmental and training needs of employees, providing and arranging for needed development and training; Identify ways to improve production and increase quality of work. The administrative responsibilities of the incumbent include every phase of the research activity, from inception of project, applications for funding, budget management of funded projects, resource allocation for projects, compliance with federal laws and VA policies/directives on protection of human subjects in research, and local and national-level VA reporting requirements. Develops the need for and maintains an awareness of available resources, and makes recommendations to senior management regarding needs, distribution or redistribution of these resources. Full authority for a large number fund control points. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/26/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Manages the day-to-day operations of the multifaceted research program supporting clinical researchers, which includes but not limited to planning, developing, and directing the complex administrative activities of Tuscaloosa VAMC research program; Manages the preparation and submission of the VA Merit, career development and special solicitation applications for research funding; Directs the personnel management program for the Research Service. Acts as the liaison with the human resources and labor management office concerning personnel-related matters; Gathers and analysis budget needs of the Research Service and supervises all phases of budgeting within administrative requirements. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work often requires intensive concentration and long hours at a computer and desk. The work is primarily sedentary, although some slight physical effort and/or physical demands of travel may be required.
